President Donald Trump recently signaled a pivotal transition in United States foreign policy, suggesting a move toward re-engaging with the Cuban government despite his previous assertions that the regime is on its “last legs.” During a recent press exchange, Trump confirmed that Cuba is seeking a deal and announced that Secretary of State Marco Rubio—the first Cuban American to hold the position—will lead the negotiation efforts. Trump expressed immense confidence in Rubio, predicting he would be remembered as the “greatest Secretary of State in history” and highlighting his linguistic skills and deep cultural understanding as key assets in these high-stakes discussions. The President’s assessment of the current situation in Havana is one of terminal decline. Trump noted that Cuba is currently running on “fumes,” lacking the energy, oil, and financial resources necessary to sustain itself. He attributed this collapse largely to the severance of ties with Venezuela; while the Castro regime once relied heavily on Venezuelan fuel and money, those resources have completely dried up. Trump asserted that without this external support, and under the weight of U.S. restrictions, the communist-run island is facing a severe humanitarian crisis that necessitates a fundamental change in leadership and philosophy.

 

Addressing leaders at the Shield of the Americas summit in Doral, FloridaTrump framed the potential shift as a “friendly takeover,” though he remained ambiguous about the exact nature of this transition. He connected the situation to recent U.S. military successes in Venezuela, including the reported capture of Nicolas Maduro, suggesting that a similar “historic transformation” is imminent for CubaTrump claimed that the island is “at the end of the line” and that Rubio is already actively negotiating. He envisioned a future where Cuba moves past its “brutal” history to begin a “great new life” under a new framework.

By acknowledging the “hell” they endured under the previous regime, Trump positioned the current diplomatic and economic pressure as a long-awaited justice for those affected by communist rule. He concluded that the regime’s “bad philosophy” has failed, leaving the United States in a position to dictate terms or facilitate a rapid collapse of the existing power structure.
