Detroit Judge Charged in Alleged Scheme Targeting Vulnerable Residents Federal prosecutors have charged Detroit 36th District Judge Andrea Bradley-Baskin in an alleged conspiracy to defraud vulnerable and legally incapacitated individuals in the Detroit area.

Authorities also charged Nancy Williams, owner of Guardian and Associates, and her fiancé, convicted felon Dwight Rashad, alleging the trio exploited people under court-appointed guardianships—individuals who rely on the legal system to protect their finances and property. Prosecutors claim Bradley-Baskin personally benefited from the scheme, using over $54,000 tied to the alleged conspiracy to rent a nearly $900,000 townhouse in Detroit’s Brush Park neighborhood and more than $29,000 for a Westland residence. Investigators say the Westland home had been occupied by Bradley-Baskin since 2019.

One case involves Frankie James, a legally incapacitated woman whose Detroit home was reportedly sold for $1 to a company owned by Bradley-Baskin’s husband, Corey, and later resold for $140,000. Other allegations include the late Ethel Ciotti’s home, sold by attorney Avery Bradley, the judge’s father, who is also under investigation. Federal authorities have filed liens on Detroit-area properties and obtained search warrants for records related to guardianship cases, tracing what they describe as the conspiracy’s financial footprint. Prosecutors say the case highlights a broader threat to public trust in the legal system, particularly when those tasked with protecting society’s most vulnerable are accused of exploitation.
