President Donald Trump has imposed an energy quarantine on Cuba aimed at pressuring the island’s communist government, which analysts say is already struggling to maintain control amid a deep economic crisis.The policy effectively blocks fuel shipments to the Caribbean nation, worsening long-standing shortages of food, medicine, and basic services. For Cuba’s roughly 10 million residents, the measure has intensified daily hardships, disrupting water access and increasing the strain on public health systems.

Sebastián Arcos of the Cuban Research Institute at Florida International University said the situation inside the country is becoming increasingly unstable. He warned that multiple health crises are spreading while the government responds with tighter repression. Despite its long history of surviving economic shocks, Arcos suggested the current pressure could push the regime to its limits.Trump has hinted that the United States might pursue what he called a “friendly takeover” of Cuba, potentially echoing Washington’s approach in Venezuela, where internal power shifts were encouraged while maintaining parts of the existing system.

The administration’s strategy is being led by Secretary of State Marco Rubio, who reportedly held discussions with Raúl Guillermo Rodríguez Castro, grandson of longtime Cuban leader Raúl Castro. Rodríguez Castro is believed to play a key role in GAESA, the powerful military-run business network that controls significant portions of Cuba’s economy.Reports indicate the talks occurred on the sidelines of a regional Caribbean Community (CARICOM) meeting in St. Kitts and Nevis. Rubio suggested that Washington is not necessarily demanding immediate regime change but expects gradual reforms.The diplomatic maneuvering comes as the United States and Israel continue a military campaign against Iran, adding further geopolitical tension as the administration balances multiple international crises.
